The Tertiary Energy Efficiency Decree

Regulations

The Tertiary Energy Efficiency Decree: the Tertiary Energy Efficiency Decree requires tenants and owners of service-sector buildings, or parts of buildings, with a floor area of 1,000m² or more to monitor and reduce their energy consumption by: 40% by 2030, 50% by 2040 and 60% by 2050.

BACS decree: the BACS Decree (Building Automation & Control Systems) mandates that all non-residential commercial buildings, both new and existing, be equipped with an automation and control system. Compliance deadlines are set for January 1, 2025, for buildings with a heating or cooling capacity exceeding 290 kW, and January 1, 2027, for those exceeding 70 kW.

Energy Audits: companies with over 250 employees or those exceeding €50 million in annual turnover and €43 million in total assets must conduct an energy audit and update it every four years. If the company is ISO 50001-certified, it is exempt from carrying out an energy audit.
