What is the PRO-SMEn bonus?

As part of the PACTE Industrie program, the PRO-SMEn scheme offers financial support to encourage manufacturers to implement an Energy Management System (EMS) in accordance with the ISO 50001 standard. Managed by ATEE, this bonus was developed under the Certificats d’Économies d’Énergie (CEE) program, a French government initiative designed to incentivize businesses to reduce energy consumption and accelerate the decarbonization of the industrial sector.

Quantifying and calculating the PRO-SMEn grant

Since its launch in 2016, companies that obtain ISO 50001 certification have been eligible for this financial support, which is calculated based on the annual energy expenditure at ISO 50001-certified sites.

  • The bonus represents 20% of the company’s pre-tax energy costs.
  • The amount is capped at €40,000 excluding VAT per beneficiary.
  • To qualify for the maximum ceiling, energy expenditure must total at least €200,000 excluding tax in the reference year.
  • Qualifying expenditure covers electricity, gas, heating oil, biomass and other fuels used for energy purposes.

PRO-SMEn is granted on request once the certificate has been obtained. With a substantial budget of 11.2 million euros, the program provides significant financial support until 2026. This bonus has already been awarded to 437 certified organizations.

Who is eligible to benefit from the PRO-SMEn bonus?

This bonus is designed for industrial companies of all sizes (SMEs, mid-sized enterprises (ETIs), and large corporations) that are looking to initiate an energy efficiency program. However, certain conditions must be met:

  • Yours must be an industrial company: only companies whose activity corresponds to a French an NAF code on the eligible list can apply for this aid.
  • You must have a SIREN number: i.e. be registered with the Trade & Companies Register (RCS).
  • Your company must be a first-time ISO 50 001 certification applicant: the bonus applies only to new certifications, and excludes renewals or extensions of existing certifications.
  • All certified sites must be located in France.
  • This bonus cannot be cumulated with other similar aids: certain measures, such as the TURPE (Tarif d’Utilisation des Réseaux Publics d’Électricité) reduction, make the request ineligible.

How to obtain the bonus

1. Registration before December 31, 2025
The company must fill in an identification questionnaire available on the PRO-SMEn website. This first step is to obtain a file number and password to access the application forms.
2. Submitting the file
Once ISO 50 001 certification has been obtained, the company has 18 months to submit a formal application. The required documents include: a valid ISO 50001 certification, proof of energy expenditure, a signed declaration from the legal representative, and the duly signed PRO-SMEn program regulations.
3. Validation and payment
Applications are processed on a first-come, first-served basis. An acknowledgement of receipt is sent within 2 months. If the application is approved, the bonus is paid by bank transfer or cheque.
