Moving towards efficient decarbonization of the tertiary sector to achieve carbon neutrality

The tertiary sector, which encompasses commercial, administrative, logistics, educational, and healthcare buildings, plays a vital role in the fight against climate change. Consuming almost 249 TWh per year, it still relies heavily on fossil fuels, which account for 37% of this drain.

The Elan Law introduced the Tertiary Decree – also known as the Tertiary Energy Efficiency Scheme (DEET) – to provide clear guidance for owners and managers of tertiary buildings. To achieve its goals, the French government has set ambitious targets for reducing energy consumption, reaching 40% by 2030, 50% by 2040 and 60% by 2050. To support this drive, ADEME launched the OPÉRAT platform in 2022 – a comprehensive tool for managing and monitoring the energy performance of tertiary buildings.”

Tracking consumption on the OPÉRAT platform

The OPÉRAT platform, launched in 2022 by ADEME, plays a central role in supporting players in the tertiary sector. It empowers owners and tenants of tertiary sector buildings to track their energy consumption, in line with the requirements of the Tertiary Decree. This tool enables companies to track their progress, refine their consumption reduction strategies, and identify new opportunities for improvement.

Growing involvement of companies

Between January 2022 and January 2024, more than 50% of the total surface area of the tertiary sector has been declared, i.e. around 600 million m². This mobilization is an encouraging sign that the OPERAT platform has been appropriated, and that companies are taking the energy transition seriously.

Positive initial results for France’s commercial buildings 

A study conducted by ADEME, in collaboration with the French Directorate General for Urban Planning and Sustainable Real Estate Observatory, reviews the usage of the OPÉRAT platform from January 2022 to January 2024. The results are promising and demonstrate significant progress.

Reduced energy consumption

From 2010 to 2022, an average 22% reduction in energy consumption has been recorded in the French tertiary sector. This represents almost half of the 40% reduction target set for 2030. This performance indicates that the efforts are starting to yield results, although there is still room for improvement in order to reach the first threshold.

Tertiary sector features

The study also provided a better understanding of the distribution of activities in the tertiary sector. The main types of activities declared are:

  • Education: 21% of declared surface area
  • Offices and public services: 17%
  • Logistics: 14%
  • Healthcare: 13%

This breadth of scope points to the involvement of many sectors in the energy transition, and their commitment to reducing their carbon footprint.

An energy transition in progress

Initial results from the OPÉRAT platform support the view that the French commercial sector is well on the way to energy efficiency. However, further efforts are needed to achieve the 2030 targets. Renovation work will have to be stepped up, and strategies for optimizing energy consumption will have to be made systematic.
